change time/clock on Sub-sites

well ... time & clock still not right in sub-sites
goto site-settings ... site administration - regional settings

SharePoint site clock/time not correct

not sure why is that. have to goto site sittings ---> regional settings ----> locale ... change from English (US) to local english.
