You can add photos and videos from Google Drive on a computer.

1. On your computer, go to photos.google.com.
2. At the top right, click Upload  Google Drive. 
3. Find and select your photos.
4. Click Upload.

All you do in Google Photos is click on the upload top right in Google Photos

Select your photos with Ctrl A and click on the blue upload button that pops up at the bottom once you selected the files.
