you can sign-up at no-ip.com pretty easy
then in draytek router
Click on “Applications” and then “Dynamic DNS.”
Click on “Enable Dynamic DNS Setup.” Then click “1.”
Click “Enable Dynamic DNS Account.” Choose No-IP from the Service Provider drop-down menu. Enter your No-IP domain name, login name (username) and password.
