How you link Azure AD (Office 365) and Windows Azure (subscription)
well, its kind of convoluted. as windows azure subscription need / may need a Microsoft account and /or credit card (hotmail, live id, hanging on , hotmail account for business , yes, its happening)

What you are experiencing here is the dichotomy between Azure and Azure AD. Azure AD is a separate service from Azure with its own roles and permissions. A user account in Azure AD can have one of several roles inside the Azure AD tenant, but no roles in Azure. The roles in Azure AD are:

Link Microsoft Office 365 Azure Active Directory to Windows Azure Subscription
- Login to Windows Azure Subscription using your Microsoft Account [outlook.com, hotmail.co.uk or live.co.uk]
- Select New + > App Services > Active Directory > Directory > Custom Create
