download the bios update from HP site, run the setup file, it will create a bootable USB key drive. gone the days of using a bootable cd. I couldn't find my 256MB HP usb key drive at the time, so I used my 4GB rundisk thumb drive. well it will wipe it and format it as new bootable drive.
it will rename the USB key as ROMPAQ. plug in the key to the system, upon reboot, the system will update from the USB drive. of course don't yank the power cable off the PC server in the process.
compared with the IBM x3250, the x3250 firmware seems like a xml file. I haven't got time to figure out how to using it. yeah, the bios is not the traditional one, its called uefi, or uEFI, UEFI whatever the fancy name.
here is the filelist ROMPAQ,
Volume in drive X is ROMPAQ
Volume Serial Number is 06F8-E6D9

IBMBIO, IBMDOS looks like familiar? that makes me feel I were going back in time back in 1986.
interestingly, HP put a linux touch on this update package.
