add ad ds role to the windows 2008 r2
run dcpromo
need do adprep /forestprep first
and adprep /domainprep /gpprep
in windows 2008 R2 dvd support\tools
for 32 bit windows 2003 domain controller
adprep32 /forestprep
adprep32 /domainprep /gpprep
start dcpromo again
for some reason can't directly set to dns server
choice to dc is fine
then raise the forest fucntion level to 2003 from 2000
transfer FSMOs over
