upgrade and migrate wins and dhcp
PDC offline operations permissions compatible with pre-windows 2000 server o/s
upgrade to w2003 server --> unplug PDC ---> upgrade to DNS / AD plug back
make it GC server
phasing out the upgrade server, install DNS on the new server , then DCpromo, transfer the roles over
then demote the intermediate one
