it appeared to be working after the following instructions from the software vendor

I have spoken to Sunrise, but she asked me to talk to you about her Tax Management Problem.
Have you installed a full version of Access 2007 before installing Access 2003 Runtime?
If you have, we suggest you reinstall the Accounting Software on this machine and see if it does not rectify the problem.
