Entitlement Management and Catalogs
In Microsoft Entra entitlement management, a catalog is a container for resources and access packages. It is a fundamental component used to define and delegate administrative authority.
Access package: You use a catalog to create an access package. An access package bundles together resources (like groups, applications, and SharePoint Online sites) that users can request. Each access package must belong to a specific catalog. This is the primary use case for a catalog.
