Site settings can't be more permissive than the organization-level settings

Here's why:

• SharePoint sharing settings work hierarchically. Even if Patti sets a site (or Team) to allow sharing with "Anyone" or "New and existing guests", those settings cannot exceed the permissions allowed at the organization level.
• For example, if the organization-level setting only allows sharing with existing guests, then a site cannot be configured to allow sharing with Anyone or New guests.
